
The University Transportation Centers (UTC) Program’s Annual Outstanding Student of the Year award is awarded to a student for their achievements and promise for future contributions to the transportation field. Students are selected based on their accomplishments in the areas of technical merit and research capability, academic performance, and leadership. The National Institute for Congestion Reduction is proud to announce Taylor Dinehart as the 2022 NICR Student of the Year. Taylor Dinehart has always been interested in public service and in improving the lives of others. After serving in the military, she earned a Master of Urban and Regional Planning degree, and she is now pursuing a second master’s degree in public health. Her goal is to complete her degree and begin a career at the intersection of public health and urban planning in the Tampa Bay Area. Taylor has worked on multiple NICR projects and demonstrated independent research capabilities and leadership. She also works by supporting NICR operations such as preparing semi-annual and annual reports and the recent recompete proposal package. Taylor was presented a certificate at the 2022 CUTR Transportation Achievement Awards and will be formally honored at the annual awards banquet of the Council of University Transportation Centers in January 2023.
