Commute trip reduction (CTR) programs have been implemented for decades in the US, while a systematic evaluation of CTR’s performance is missing. To smartly mitigate road congestion, this study assesses the effectiveness of CTR tools using Washington State as an example. Among various CTR tools, a collective bargaining process helps reduce vehicle trip rates (VTR) led by governmental agencies. Distributing transit passes outperforms providing transit subsidies to decrease VTR. The compressed workweek is a favored tool. Free rides, no matter employer-provided vehicles or emergency rides, both help increase VTR. Download Handout
About the Presenter:
Peng Chen is Assistant Professor in the School of Public Affairs at the University of South Florida. He has interdisciplinary backgrounds in urban planning, transportation engineering, human geography, and statistics. His research relies heavily on quantitative analysis, especially spatial regression and time-series analysis. Dr. Chen has published articles in top transportation planning journals, such as Transportation Research Part A: Policy and Practice, Journal of Transport Geography, Journal of Transport and Land Use, and Urban Studies. He has also served the academic community by acting as a reviewer for journals. He was recognized as an outstanding reviewer for several Elsevier journals in 2018, including Transportation Research Part D: Transport and Environment, Accident Analysis and Prevention, and Computer, Environment, and Urban Systems. He was awarded best paper for Session F Transportation and Land Use at the 14th World Conference on Transport Research. His previous research was supported by the Peking University-Lincoln Institute Center for Urban Development in Beijing.
